Michael J. Harkins was accused of sexually abusing an 8-year-old Cub Scout in November 1982 while Harkins was “helping out” with the Pack. At the time, Harkins was a 40-year-old, single man who was unemployed and had “poor hygiene” listed as an outstanding characteristic in the BSA documentation. The BSA in New Mexico created an Ineligible Volunteer File (IV File) on Harkins in 1983. Harkins apparently attempted to register as a Scout Leader in 1986, but was refused by the BSA.
