James B. Foster was accused of inappropriate touching of a male student while he was a teacher in Natchez, Mississippi. As a result, Foster was terminated from his position as a teacher. Foster was a Scout Leader of a Scout Troop in Mississippi who was attending a BSA function at the Philmont Scout Ranch in Cimarron, New Mexico, and when the staff at Philmont learned about the accusations, they reported them to the BSA in Irving, Texas. As a result, Foster was suspended from the BSA and an Ineligible Volunteer (IV File) File was created.
