Gordon R. Barrett was discharged from the U.S. Army in 1966 for Class III – Homosexual. At the time of discharge, he was the Assistant Scout Master of Troop 28 at Sandia Base in Albuquerque, NM. At that time, the BSA created an Ineligible Volunteer Perversion file (IV File) for Barrett. After discharge, Barrett applied to be a Boy Scout Leader with Troop 61 in Lock Haven, Pennsylvania, but was refused as a result of the BSA having the IV File.
