George Ivor Kennedy was a Major in the U.S. Army and assigned to the Sandia Army Base in Albuquerque, New Mexico. While there, Kennedy became involved with the Scouts and organized a district camporee in 1968. While on the camporee, Kennedy had a Scout sleep in his tent and zip their sleeping bags together, claiming that it would be cold that night. During the night, Kennedy “began making advances to the boy” and the boy escaped the tent “clad only in his shorts.” The boy walked 5 miles to the base camp, arriving at around 9:00 or 9:30 am and then reported the incident. As a result, the BSA created an Ineligible Volunteer File (IV File) for Kennedy.
