Placed in IV Files on Oct. 10, 1975 after a Sept. 3, 1975 letter from a parent alleged both physical and sexual abuse by Hall. Letter accuses Hall of putting a boy in a headlock and punching him multiple times before spraying his face with mace or tear gas. Letter also states that Hall “tried to get funny with him and some other boys,” tried to touch the boy in “personal places” and even left a nude photograph of himself on another boy’s sleeping bag. All of this was reported to staff, who still sent the boys back to camp.
