Cardinal Dolan Refuses to Help 1/3 of NYC area victims
He’s acting “callously and arbitrarily,” victim charges
What: A child sex abuse survivor and his attorney will hand-deliver a letter to New York’s top Catholic official prodding him to reverse course and provide help to roughly one third of the victims in the NYC area who are “frozen out” of compensation now because they were assaulted by religious order clerics

Over 1/3 of the boys and girls who were assaulted by Catholic Clergy in the Archdiocese of New York were assaulted by clergy belonging to a religious order. Cardinal Timothy Dolan is “deliberately and callously excluding these hundreds of survivors from his much-publicized ‘Independent Reconciliation and Compensation program.’” Dolan specifically and arbitrarily determined that these survivors are ineligible to receive help through the IRCP program. This has left many survivors of sexual abuse without any avenue for the help that they need and deserve.
Beginning when he was 7 years-old, Lex Filipowski was repeatedly sexually abused for four years by Fr. George Boxelaar, at Holy Cross parish in Wawayanda, NY. Fr. Boxelaar was a priest with the Carmelite Fathers and Brothers religious order. Filipowski is urging Cardinal Dolan to take responsibility for ALL child molesting clerics in his Archdiocese.
Religious orders are entities within the Catholic Church that deliver services throughout the world without regard to geographic boundaries like a Diocese. Familiar religious orders include the Jesuits (which is the religious order of the current Pope Francis), Christian Brothers and the Franciscans. Often, religious orders focus on providing specialized services such as the operation of schools and universities (Jesuits and Christian Brothers); however, religious orders also provide priests for work in parishes as well (Carmelites).
Patrick Noaker, an attorney for Noaker Law Firm, represents several survivors of priest-abuse who have taken part in the IRCP, including two survivors of abuse by former Cardinal Theodore McCarrick.
